Demonstrate AI literacy, don't just tick a box
Since 2 February 2025, organisations that use AI must take measures for the AI literacy of their staff. A course with a quiz proves someone completed the course. AISkillProof shows what employees actually do with AI in their own work, and what changes after a learning path.
What Article 4 requires today
- The duty applies to providers and deployers of AI systems. An SME whose staff use ChatGPT, Copilot or Gemini is covered.
- Since the Digital Omnibus (Regulation (EU) 2026/1744, in force since 27 July 2026) it is an obligation of means: you take measures to support AI literacy, tailored to the knowledge, experience and context of your staff.
- The law does not require every employee to reach a set level, and prescribes no certificate or fixed format.
- What counts: being able to show which measures you took, for whom and when. A baseline measurement, a targeted learning path and a second measurement make a clear record.
Completing training or measuring skill?
Both have their place. The difference is what you can show afterwards to management, a client or a regulator.

Building a record for Article 4
1. Measure
Employees complete short work tasks in their own language (EN, NL or FR). You see per department where AI is used well and where it isn't.
2. Learn what's needed
Based on the measurement, you assign each employee the lessons they need, instead of one generic course for everyone.
3. Measure again
A second measurement shows the difference. That report, with dates and participants, documents the measures you took.

Is AI literacy mandatory for an SME?
Yes, if your organisation uses AI systems, including everyday tools like ChatGPT or Copilot. Article 4 has applied since 2 February 2025. Since 27 July 2026 it is an obligation of means: take measures, without guaranteeing a set level.
Do I need a certificate?
No. The AI Act prescribes no certificate or fixed format. It is still wise to document what you did, for whom and when. A measurement with a report per department helps.
What did the Digital Omnibus change in Article 4?
The duty to ensure a 'sufficient level' became a duty to take measures that support AI literacy. The Commission and Member States must help organisations, especially SMEs. The duty itself remains.
